Scaffolds a new GAD eval project from loose source docs into a ready-to-run evals/<name>/ directory with REQUIREMENTS.xml, a registered TRACE.json schema fragment, a GAD-native SCORING.md rubric, and a gad.json with mode/workflow fields.
