What to extract from PROJECT_STATE.md

• Current completed phases and pending QA.
• Existing endpoint contract.
• Migration inventory.
• Closed decisions:
  • mode = per_unit
  • internal number_value format
  • PALE ordered behavior
• Immediate backlog if the user asks what comes next.

Delivery format

When proposing repo changes, return:

1. exact file list,
2. full content for non-Markdown files,
3. Markdown files as downloadable artifacts,
4. apply steps,
5. verification checklist.

For analysis-only responses:

• cite the exact files/paths reviewed,
• separate facts from proposals,
• say explicitly what was not found.

Default decision pattern

• Existing code or route solves it -> use that.
• Existing code almost solves it -> extend it minimally.
• Missing contract but user did not approve a new one -> leave as optional.
• Behavior change or closed decision -> update project docs.
