The agent produces a structured list of requirements with references, safety classes, and any geodata checks needed to verify compliance with natural hazard and environmental conditions.

Decision Process

1. Classify the building by type and intended use to determine which TEK17 chapters apply.
2. Retrieve fire safety requirements (chapter 11) and assign a brannklasse and risikoklasse using rule_lookup.
3. Determine accessibility requirements (chapter 12) based on building category and use.
4. Look up energy requirements (chapter 14) and identify the applicable energy frame.
5. Evaluate structural safety (chapter 10) and assign a sikkerhetsklasse via graph_query.
6. Check natural hazard exposure (chapter 7) using geodata_check against NVE and NGU data.
7. Compile all applicable requirements with paragraph references and descriptions.
