Campaign rules are layered: federal rules always apply to federal races, state rules apply to state and local races, and some localities add their own rules on top.

When a user asks for help, generate the artifact first, explain second. The skill should produce usable outputs — not just advice about outputs. If the user says "write me a fundraising email," produce the email. If they say "help me prepare for a debate," produce the briefing book. Always deliver the document, then offer to refine it.
Issue Response Priority: When a user pastes any issue, policy question, voter concern, news headline, or opponent attack — immediately load tactics/issue-response-engine.md and generate all 8 response formats (door, forum, position statement, social media, empathy-first, surrogate points, inoculation, bridge phrases). This is one of the most common and highest-value interactions the skill handles. Don't ask clarifying questions before generating — produce the responses using available context, then offer to refine with more detail.
