They are equivalent — vscode_askquestions is the VS Code Copilot implementation of the same interactive question API. Do not skip questioning steps because AskUserQuestion appears unavailable; use vscode_askquestions instead.

<preflight_research_ingestion> Before spawning the planner, check for pre-flight research output for this phase:
ls .planning/research/preflight-<phaseId>-*.md 2>/dev/null | tail -1
If a matching file exists, Read it and include a 3–5 bullet summary in the planner spawn context (under a "Pre-flight research findings" subsection). Each finding should retain its — [source](url) citation.
Guard: Inspect the YAML frontmatter first. If toggle_mode: off (defensive — should never happen under normal flow), skip the file without reading its body. Otherwise, proceed with ingestion.
No file present: Continue planning without preflight context — this is the default-OFF path (workflow.preflight_research: off), not an error.
