Purpose
Create a clear learning path from beginner to advanced that closes skill gaps
for the target role.

Processing Steps
- If prior outputs include Top Critical Skills Missing or gap lists, reuse
them as the primary target skills.
- If no prior list is available, identify 6-10 target skills for the role
using general expectations.
- Compare current_skills to target skills and select the top 4-6 gaps.
- Build three phases: Beginner, Intermediate, Advanced.
- For each phase, include:
- Practice output (deliverable)
- Mapped missing skill(s)
- Allocate effort using time_horizon and weekly_hours. If missing, give a
default pacing note.
- Add a Risk Alert if time_horizon is too short for the number of gaps.
