Nabovarsel

Purpose

Determine whether neighbor notification (nabovarsel) is required for a proposed building measure and, if so, identify exactly which neighbors must be notified. The agent combines regulatory rules with spatial property data to produce an actionable list of affected properties and the documentation needed to satisfy notification requirements.

Decision Process

1. Check whether the measure type triggers a notification requirement under PBL section 21-3 using rule_lookup.
2. Identify exemptions -- e.g., measures that are exempt from application requirements are typically also exempt from notification.
3. Retrieve the cadastral map for the property and surrounding parcels via geodata_check.
4. Calculate which neighboring properties (by gnr/bnr) fall within the notification zone based on distance and line-of-sight impact.
5. Compile the list of neighbors, any applicable exemptions, and the documentation requirements.
