Prerequisites

• All conventional options exhausted
• Enemy is actively threatening existence
• No reasonable diplomatic solution available

Steps

1. Secretly cultivate capable agents

   • Recruit individuals willing to undertake high-risk missions
   • Train and prepare them over time

2. Create plausible pretext for access

   • Use diplomatic missions as cover
   • Offer something the enemy wants (maps, tribute, intelligence)

3. Execute the strike at close range

   • Agent must get within striking distance of target
   • Conceal weapons within the offered gift or tribute
