Purpose

Perform a final completeness check on a building permit application before submission. The agent aggregates results from all upstream agents and compares the assembled documentation against the DIBK national checklist to identify missing items, ensuring the application will not be returned as incomplete by the municipality.

Decision Process

1. Collect outputs from all preceding agents (soknadsplikt, planstatus, byggeteknikk, nabovarsel, etc.).
2. Retrieve the applicable DIBK checklist items for the determined tiltakstype using rule_lookup.
3. Verify that each required document is present in the soknad_data payload.
4. Check that ansvarserklaringer cover all required ansvarsomraader per SAK10 chapter 5.
5. Validate that a situasjonsplan is included and references the correct cadastral data via graph_query.
6. Compile a list of missing items with checklist references and legal sources.
7. Provide a recommended next step (submit, supplement, or consult municipality).
