Flow Picklist Cache Refresh Via Tooling Api

When a before-save flow rejects a newly-added restricted picklist value, use Tooling API to deactivate (activeVersionNumber:0) then reactivate (activeVersionNumber:N) the FlowDefinition to force a full server-side recompile.
