Steps

1. Adapt to Local Customs (因其俗)

   • Study and respect existing local traditions and practices
   • Avoid imposing foreign customs that conflict with local ways
   • Identify which customs can be preserved and which need modification

2. Simplify Rituals and Protocols (简其礼)

   • Reduce bureaucratic complexity
   • Make administrative procedures more accessible
   • Remove unnecessary ceremonial burdens

3. Develop Commerce and Industry (通商工之业)

   • Facilitate trade routes and markets
   • Support local industries and crafts
   • Create conditions for economic growth
